The SPK "List of Active Providers" Explained: What Being Listed Does (and Does Not) Mean

In short: The SPK's "List of Active Providers" (Faaliyette Bulunanlar Listesi) shows firms that applied to operate as crypto-asset service providers in Türkiye and continue operating while the transition process runs its course. Appearing on the list does not mean a firm has been authorised by the SPK. Before registering with any platform, verify its current status on the SPK's official website.

What is the list, and why does it exist?

Regulation that took effect in July 2024 (Article 99/A, added to the Capital Markets Law No. 6362) brought crypto-asset service providers under SPK oversight. Firms that wished to keep operating applied to the SPK; applicants are published on the "List of Active Providers" while their assessments are still under way.

The key point: this is a transitional list. Final authorisation decisions have not been announced; the process is ongoing.

What being listed does not mean

The SPK itself attaches a caveat to the list: appearing on it does not, by itself, mean that an organisation operates in compliance with the legislation or has been authorised.

In practice, that means:

  • Being listed is not a permit or an authorisation; it shows an application was received and the process continues.
  • The list changes: firms can be added to it and removed from it.
  • Being listed is not a state guarantee for the assets you hold on a platform.

So the inference "it is listed, therefore it is fine" is wrong. The list is an official record of which firms are in the process — nothing more.

How to verify a platform's current status

  1. Go to the SPK's official website (spk.gov.tr) and open the "List of Active Providers".
  2. Search for the platform's full legal entity name. Similar brand names can mislead; the match must be exact.
  3. Check the list's publication date; the list is updated through decisions and bulletins.
  4. On the same site, review the SPK bulletins: access-ban decisions and warnings are announced there.

What happens to platforms that are not on the list?

For offshore platforms that are not on the list, the SPK can initiate access bans. For example, the SPK's bulletin No. 2026/12 announced that access-ban proceedings were initiated for weex.com. Decisions of this kind can likewise be followed through the SPK's official bulletins.
